Chaque mois, jusqu’à mai inclus, nous continuerons à explorer, comparer et apprendre comment d’autres villes tentent de résoudre (ou pas) les problèmes de grande mobilité vers et depuis la ville. Tout cela afin d’ouvrir le champ des possibles et des références à l’heure de questionner ici à Bruxelles l’avenir de la Jonction Nord-Midi. Après Paris (l’Observatoire du Grand Paris), Birmingham (Prof Phil Jones) et Istanbul (Jean-François Pérouse), nous nous pencherons sur la polémique et délicate question de Stuttgart 21, expliquée par notre orateur Enrico Gualini, professeur de planification urbaine à Berlin et spécialiste de la question. Stuttgart 21 est un projet ferroviaire et urbain allemand visant à complètement réagencer et moderniser le nœud ferroviaire de Stuttgart, et ce principalement par la transformation de la gare centrale de Stuttgart actuellement de type « cul-de-sac » en une gare souterraine de passage. Les travaux de construction devaient débuter en 2010 pour s’achever en 2020. Le projet fait l’objet d’une grande controverse citoyenne, qui a donné lieu en 2010 et 2011 à d’importantes manifestations et réactions hostiles. La conférence d’Enrico Gualini sera l’occasion d’analyser de manière critique la façon dont la légitimité démocratique se rétablit dans des situations comme Stuttgart 21, tant en étudiant la spécificité de ce cas que les enseignements que l’on peut en tirer pour la planification de grands projets publics.
