Zo vat de taxichauffeur het samen wanneer hij mij oppikt van Astana Airport, net als de rest van de stad net uit de verpakking of nog in volle aanbouw. Uitgeroepen tot hoofdstad in 1997 en alsof het altijd al heeft bestaan, kreeg het de naam Astana, Kazachs voor hoofdstad. De werken hebben als deadline 2017, dan organiseert deze stad in steigers de wereldexpo over groene energie. Een idee even hallucinant als het WK voetbal in het bloedhete Qatar laten plaatsvinden. De chauffeur gaat verder: “Niemand wil hier wonen, maar het moet”. Na een treintocht van 1300 kilometer tussen de twee steden begrijp ik nog beter wat hij bedoelt. Ondanks dat Almaty dubbel zoveel inwoners als de nieuwe hoofdstad telt, wordt het aan haar lot overgelaten. Het is een plek gevormd door haar geschiedenis en haar inwoners, waar geleefd en gebeden wordt, waar aardbevingen en modderstromen een permanente bedreigingen vormen. Maar volgens ‘president voor het leven’ Nazarbajev onwaardig om zijn land te vertegenwoordigen op het wereldtoneel, wegens te grillig en ongestructureerd, zoals steden zijn. Zijn visie van de toekomst zet hij om in beton en glas, op de steppevlakte in het noorden, dicht bij Rusland.
